INVITATION TO BID Sealed proposals for Traffic Signal Improvement in Manchester Township, York County will be received online via the PennBid Program (https://pennbid.procureware.com) by Manchester Township until 2:00 PM, Prevailing Time, on Friday December 29, 2023, at which time they will be publicly opened via PennBid. Manchester Township will take action on the Bid on Tuesday, January 2, 2024. The bidding process, contract, and conduct of the work must meet the requirements of the Green Light-Go Program Grant/Reimbursement Agreement, which has been entered into by Manchester Township and the Commonwealth of Pennsylvania Department of Transportation. The agreement obligates Manchester Township to meet certain compliance requirements. If the said compliance requirements are not followed, funding for the project will be at risk. The bidder's attention is directed to Division 2 of the bid package, which contains the Green Light-Go Agreement and related Additional Provisions as an attachment. These documents outline the specific requirements of the Green Light-Go program. Submission of a bid for this Project will be considered the Contractors acknowledgement of these requirements and commitment to adhere to the same. The bids must cover all costs for the completion of this project as set forth in the Project Manual. The principal items of work to be performed under the contract are: installation of Radar Advance Dilemma/Density Zone Detectors, Stop Bar Radar Detectors, equip signals with backplates with retroreflective yellow border, traffic signal timing modifications, post mounted sign installation, controller replacement, installation of pedestrian signals and push buttons, installation of curb ramps, and work of similar nature.
